Stakeholders

In order to bring about substantive and lasting change Indus for All Programme recognizes the need for an integrated approach that involves all key stakeholders from the field to the policy levels. While the primary beneficiaries of the project are the local communities and their representatives, the project also attempts to bring together and benefit district level line departments, private sector actors and provincial and federal governments.

Central to achieving this synergy and enhancing cooperation between different levels and ownership of stakeholders and partners for achieving the fifty-year vision, has been the development of the 3 M approach. The 3 M’s include the following three levels:

The four basic principles of the approach that guide implementation of the Indus for All Programme are:

 Social, Ecological and Institutional analysis carried out at micro, meso and macro levels are necessary precursors to bringing about change in poverty-environment dynamics;

 Addressing obstacles at the local level that prevent the empowerment of the poor and limit their involvement in economic and political processes is an essential starting point for changing poverty-environment dynamics;

 Political and institutional structures and processes that allow for changes from the local level (bottom-up as opposed to top-down) require synchronisation at local, sub-national and national levels; and

 Partnerships amongst stakeholders at all three levels is required to bring about necessary changes to the existing political and institutional framework
