District Coordination Committees (DCCs)



Three District Coordination Committees (DCCs) were established in the Indus for All Programme’s priority sites in districts Thatta, Sanghar and Nawabshah. The DCCs were notified during the first few months of the implementation phase. DCC meetings are held quarterly in each district, where members take decisions that reflect local community concerns. Each DCC is chaired by the DCO of the respective district. Other members of the committee include officers from the relevant departments, and representatives from local civil society groups, and academia.

The Indus Ecoregion Steering Committee


At the provincial level, the Indus for All Programme is overseen by the Indus Ecoregion Steering Committee, chaired by the Additional Chief Secretary (Development) of the Planning and Development Department, Government of Sindh and represented by five provincial secretaries of relevant departments such as Forest and Wildlife, Environment, Fisheries, Irrigation and Finance. The heads of the Coastal Development Authority and Sindh Irrigation and Drainage Authority are also members as are representatives from academia, the Planning Commission of Pakistan, and civil society organisations such as Pakistan Fisher Folk Forum, IUCNP, Shirkat Gah – Women’s Resource Centre and the UNDP’s Small Grants Programme.

 


Terms of Reference of the Indus Ecoregion Steering Committee

    • Frame conduct of business procedures for smooth functioning of the Lower Indus Basin Ecoregion Program Steering Committee.
    • Consider and approve Ecoregion Conservation Plan, Focused Action Plans, individual project and other activities related to the Ecoregion Action Programme.
    • Recommend any action(s), measures(s) to the line departments and organisations on emerging threats and opportunities.
    • Guide Ecoregion Action Programme in maintaining strategic alignment with the National Conservation Strategy, Sindh Strategy for Sustainable Development (SSSD), Biodiversity Action Plan, Medium Term Development Framework (MTDF), Sindh Water Vision, NEQS etc.
    • Oversee and review the overall progress towards achieving the targets and milestones set out in the Ecoregion Conservation Plan.
    • Advise and support mainstreaming Payment for Environmental Services (PES) concept in the planning process;
    • Mobilise funding for sustainable implementation of Ecoregion Conservation plan and focused Action Plans.

     

    Sub-Committee of the Indus Ecoregion Steering Committee


    The Sub-Committee is chaired by the Secretary, Forest and Wildlife Department, Government of Sindh and represented by two provincial secretaries belonging to Livestock and Fisheries, and Irrigation and Power Departments. Other members include: the Directors of the Coastal Development Authority and the Environment Protection Agency, the Chief of Agriculture and representatives from civil society organisations.

    Terms of Reference of the Sub-Committee of the Indus Ecoregion Steering Committee

      • Frame conduct of business procedures for smooth functioning of Indus for All Programme.
      • Consider and recommend work plan, changes in work plan individual projects and other activities related to Indus for All Programme, for consideration of the IESC related to the programme.
      • Recommend any action(s), measure(s) to the line departments and organisations on emerging threats, opportunities and collaboration.
      • Review and recommend Indus Ecoregion Conservation and Development Plan, Log Frame Analysis (LFA), and indicators for five and fifty years.
      • Review the overall progress toward achieving the targets set in work plan.
      • Mobilise funding for joint implementation of Indus for All Programme targets.
      • Update Indus Ecoregion Steering Committee on the Programme’s progress and incorporate suggestions from time to time.
